U.S. EPA Affirms $103 Million Contract Award to Weston Solutions/TechLaw Joint Venture

Decision clears way for 5-year emergency response support contract

CHANTILLY, Va. (July 29, 2022) — The U.S. Environmental Protection Agency had affirmed its award of a $103.1 million contract to a unique combination of two long-time EPA contractors who will provide specialized on-call emergency response support to the agency nationwide and abroad.

The joint venture of Weston Solutions and TechLaw—formally known as Weston-TechLaw JV, LLC—was awarded the Response Engineering and Analytical Contract (REAC) earlier this month. The contract includes a 3-year base period with two option years that would carry into July 2027.

The REAC supports EPA’s Emergency Response Team (ERT) in providing scientific, engineering and logistical services in response to environmental emergencies such as oil or hazardous materials spills and releases related to Weapons of Mass Destruction, as well as assistance in characterization and cleanup of hazardous waste sites. Weston-TechLaw will provide the ERT with 24-7 emergency response support led by experts in remediation, mobile air monitoring, fixed and mobile laboratory analysis, risk assessment, radiological release and numerous other scientific and response disciplines. REAC operations are based in Edison, N.J., Las Vegas, Nev., and Research Triangle Park, N.C.

The first-ever joint venture between the firms combines the services one of EPA’s largest emergency response contractors (Weston) with its largest Superfund laboratory support contractor (TechLaw). Each firm has held successful multi-million dollar prime contracts with EPA for more than three decades.

Weston-TechLaw JV will be managed by a four-member board comprised of two representatives from each firm, led by Young. Administrative operations will be managed by TechLaw at its corporate headquarters in Chantilly.

The Emergency Response Team supports EPA’s Office of Solid Waste and Emergency Response (OSWER), Regional On-Scene Coordinators (OSCs), and Remedial Project Managers (RPMs), operating under the aegis of: the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Superfund Amendments and Reauthorization Act (SARA), Oil Pollution Act (OPA), Resource Conservation and Recovery Act (RCRA), Toxic Substances Control Act (TSCA), Clean Water Act (CWA), Clean Air Act (CAA), National Oil and Hazardous Substances Pollution Contingency Plan (NCP), the Federal Emergency Management Act (FEMA), and other directives.
